of Mercy, has been providing temporary housing in tents for up to 250
individuals since December 2007. The average length of stay has been
five months. There was a groundbreaking for 80 apartment units on
September 18 '09, which will be paid for by federal and state grants, and
operating expenses will be covered by the county and some cities

from a mission of the shuttle Endeavour. Dark green is the
lowest elevation and light tan is the highest. This gives an idea

About the Homeless Emergency Project, Clearwater
From an email that I received 4-9-2010:
"We started in the 1960’s as an outreach of the community church and in
1986 we incorporated as a 501(c)(3) under the name Homeless
Emergency Project, Inc., or HEP.
Through the acquisition and redevelopment of run down housing and
underutilized industrial sites in the North Greenwood Neighborhood Area of
Clearwater, HEP continues to improve blighted conditions and increase the
available housing stock in the city’s most distressed neighborhood. HEP is
responsible for over $8 million in redevelopment projects, including 32
single-family apartments and 30 single-family homes. In addition,
warehouses that were once beleaguered have been converted to
dormitory-style housing that serves as an emergency shelter and is a
catalyst for moving people to transitional and permanent housing (i.e. the
apartments and single-family homes mentioned earlier).
In addition to on-site case management services, HEP partners with over
25 community businesses and agencies that provide on-site medical,
mental health, legal, financial, and employment service. We attribute our
77% success rate to independent and/or permanent supportive housing –
the highest in the county – to these partnerships. A 5,000 sq. ft. community
center, a full service dental clinic, and a family educational center have
also been developed and are operated by HEP. Just last month, a 10,000
sq. ft. service center was constructed to house our many community
partnerships including offices for mental health counselors from Baycare
Behavioral Health and exam rooms for nurses from Morton Plant Hospital.
In addition, our supporters and your readers who are looking to provide
help can feel good knowing that this year Charity Navigator awarded HEP
with the highest rating – 4 stars – for the third consecutive year."
